Programs
FINOMAD’s work is organised into four programmes, each tied directly to the Foundation’s statutory objectives, plus the projects that put them into practice.
Beckn protocol
FINOMAD promotes the application, use, training and further development of the Beckn protocol for mobility purposes.
Beckn is an open protocol for building decentralised networks, in which providers and consumer-facing applications can discover and transact with one another without a single platform sitting in the middle. Applied to mobility, it means a traveller’s app can reach many operators, and an operator can be reached by many apps, without either side surrendering control to an intermediary.
That property matters to a public-interest foundation. Open protocols keep the network layer neutral: participation does not depend on commercial terms set by a dominant platform, and public authorities retain the ability to see and shape how the ecosystem in their territory operates.
FINOMAD’s role is practical rather than proprietary — promoting adoption, providing training and knowledge sharing, and contributing to the protocol’s further development for mobility in the broadest sense. This programme delivers statutory objective (i).
Public Mobility
Combining ride-hailing, public transport, shared bikes and cars, ride sharing and parking into seamless, traveller-centred journeys.
A journey rarely uses one mode. Public Mobility is FINOMAD’s term for integrated mobility services that treat the whole journey as the unit of design — planning, booking and payment across modes — with the traveller, and not any single operator, at the centre.
FINOMAD contributes to this by supporting and developing the innovative transport concepts named in its statutes and weaving them into coherent journeys, and by making the connecting layer open so that no single provider controls access to it.
The Foundation’s statutes refer to these services as “Public Mobility” or “Mobility as a Service (MaaS)”. FINOMAD uses Public Mobility as its preferred public term; the statutory wording is reproduced verbatim where legal accuracy requires it.
Open standards & digital infrastructure
Secure online environments, blueprints and open-source work made available to communities, authorities and organisations.
FINOMAD develops digital infrastructure that lets communities, authorities, institutions and organisations take part in shared mobility ecosystems rather than build isolated systems of their own. In the Foundation’s statutes this takes three concrete forms: establishing and making available secure online environments for administrators, providers and users of mobility services; sharing the Foundation’s knowledge and expertise about the technology used; and making blueprints available so that others can reproduce what works.
The Foundation also enables authorities, institutions and large communities to access and analyse mobility-related data and statistics, always in accordance with applicable laws and regulations, so that strategy, policy and day-to-day management rest on facts rather than assumptions.
Throughout, the commitment is to open-source software, open standards and open networks — the condition that keeps mobility ecosystems transparent, interoperable and widely accessible.

Solutions for young people, elderly persons and those entitled to social transport under the WMO and comparable arrangements.
Statutory objective (a) names the groups whose mobility is most often designed for last: young people, elderly persons, and those entitled to social transport under frameworks such as the Dutch Social Support Act (Wet Maatschappelijke Ondersteuning, WMO) and comparable arrangements elsewhere. This programme exists so that those needs shape the systems from the start rather than being retrofitted.
In practice that means treating eligibility, assistance requirements and accessible vehicle availability as first-class properties of an integrated journey — information a traveller can rely on before setting out, not a phone call after the fact.
It also means that the open standards and infrastructure FINOMAD promotes must be able to carry that information between operators and authorities, which is why this programme is inseparable from the other three.
